Adjudicator right to reject cap on concessionary fare payments

It is pleasing to see a welcome dash of realism in the appeal decisions by John Martin about local authority concessionary fare reimbursement arrangements ('Councils must not cap concessionary fare scheme costs, adjudicator rules' LTT 18 Jan).

It cannot be right that bus operators in certain counties were compelled to provide an unlimited amount of seats for a low fixed price. The decisions indicate that operators must be reimbursed at the fare operators would have been paid by passengers in...
