A senior National Highways official has told MPs that the company did not create a plan to meet its 2025 casualty reduction target because this was dependent on factors outside its control.
Appearing before the Transport Committee last week, National Highways bosses were challenged by Labour MP Scott Arthur about their expected failure to meet its target.
