Councils failing to comply with pothole rules risk losing maintenance funding, Minister warns

Local highways authorities could lose their share of the £1.6bn highways maintenance block grant for the 2026/27 if they fail to comply with new rules on how they spend funding to fix potholes and maintain local roads, the DfT has warned.

The changes will ensure that investment in local roads is used as intended, with English councils losing their share of a £525m ‘incentive element’ unless they are transparent and prove they are performing, says the department.
