Local authorities in England and Wales need a one-off payment totalling £18.62bn to bring the highways network up to a “reasonable steady state”, according to the Asphalt Industry Alliance’s (AIA) latest annual survey. This funding boost is needed to plug a maintenance budget shortfall, which has risen 89% compared with the 2017 Local Authority Road Maintenance (ALARM) survey.
