Welsh Deputy Climate Change Minister Lee Waters has admitted that some roads where the default 20mph speed limit was applied on 17 September should have been excepted, but said that council leaders wished to let the new limit bed in before making changes.

An expert panel led by transport consultant Phil Jones will provide advice and support for local authorities.
