About a dozen times a year I drive on the West Midlands motorway network and, consequently, I’ve become familiar with the Active Traffic Management (ATM) system  – now termed ‘managed motorways’ – that has been piloted on the M42. And, to be frank, its operation sometimes leaves me bamboozled!
