Transport Scotland is in talks with the Office of Rail Regulation about the implications of a tighter rail budget north of the border.
The discussions are revealed in a letter sent by Transport Scotland chief executive Malcolm Reed last month to the ORR’s chief executive Bill Emery concerning the regulatory body’s draft determination of Network Rail’s income requirements during control period 4 (2009/10-2013/14).
