Government-run train operators defy ORR instruction on pre-cancellations

The UK, Scottish and Welsh Governments appear to be on a collision course with the Office of Rail and Road over the use of pre-cancellation of services during shortages of train crew or rolling stock.

Only five major Train Operating Companies (TOCs) use pre-cancellation, or P*-coding, to amend their timetables at short notice due to crew or stock shortages. Four of those TOCs are managed by the c (OLR) of the three Governments and have not significantly reduced pre-cancellation of services...
