ODPM consults on S106 reforms

Proposals to reform the system of planning obligations ('Section 106 agreements'), whereby developers contribute to facilities such as new transport infrastructure, have been published for consultation by the Office of the Deputy Prime Minister. The proposals revise the existing negotiated system of obligations in advance of possible more far-reaching reforms that the Chancellor may announce by the end of 2005 in response to the Barker review of housing supply's recommendations (LTT 25 Mar)....
