Your report of the 'Changing travel behaviour' seminar on 22 September (News Extra, 23 Sep) may mislead readers about the points I made. As clarity about road policy in the UK seems to be in short supply these days, may I offer the following by way of correction?

I did not question the necessity of the schemes in the Highways Agency's Targeted Programme of Improvements (TPI). Neither did I say that the Agency was building roads because that was the easy thing to do. Nor did I say that...
