Defeated Merseytravel appeals to clarify powers of PTAs

Merseytravel is appealing to the Court of Appeal to clarify the legal roles of Passenger Transport Authorities after losing its judicial review into the Government's decision to withdraw funding for the Merseytram project.

The PTA is arguing that local guarantees sought to cover the final funding should lie with it rather than with district councils. The DfT cancelled its provisional funding when these were not forthcoming from the district councils.
