Will councils use the Sustainable Communities Act to change transport for the better?

The Sustainable Communities Act gives local authorities in England and Wales huge opportunities to change the way transport policy is delivered. Mark Smulian explains its provisions

AA new potential source of local powers over transport has been opened up by the Sustainable Communities Act, which took effect in October, covering England and Wales.

It’s an unusual law in that it provides for calls for action to come from the bottom up through a mechanism that could allow local councils, or even interest groups, to secure changes.
