It's high time ministers put public transport users ahead of motorists

I refer to Francesca Medda's interesting article regarding the 'merit' accessibility good in transport (ibid).

If the current Government has any overriding idea, it seems to be that, as a society, we must automatically benefit from policies that maximise economic growth and that no reasonable person could take a contrary view.
