Gtr Manchester authorities to count C-charge voting results separately

Greater Manchester's ten districts have agreed to hold a referendum on the conurbation's £3bn transport investment and congestion charge package but the result will not be determined by whether there is a simple majority in favour or opposed to the scheme.
