Street trading legislation cannot be used to manage dockless bike hire schemes, according to legal advice obtained by the London Borough of Lambeth. The London Borough of Brent uses street trading licencing powers of the London Local Authorities Act 1990 to manage dockless bike operations (LTT 28 Sep 18).
