The public should be given the power to report engine idlers and profit from the fines issued, according to a right of centre think tank.

The recommendation is part of a much wider package of measures to tackle vehicle emissions set out in a report by Bright Blue, which describes itself as an independent think tank and pressure group for liberal conservatism.
