As expected, the Government has axed a House of Lords amendment to the Climate Change Bill that would have required 70% of the carbon dioxide emission reduction target to come from domestic effort (LTT?4 Apr). In its place, ministers have inserted a new duty requiring the Government to "have regard to need for UK domestic action on climate change".
