MPs have approved an amendment to the Climate Change Bill giving the Government until the end of 2012 to explain whether or not emissions from international aviation and shipping should be included within legislation. A further amendment places a duty on the Committee on Climate Change to advise on the consequences of including these emissions in the targets and budgets from 2011 when the committee must come forward with its recommendations for the 2023-2027 carbon budget.
