Government had ‘anti-road bias’

Environmental and public transport interests exerted undue influence on transport policy in the Labour Government’s early years in power, according to the former permanent secretary of  then deputy prime minister John Prescott’s superministry.

Lord Turnbull was the permanent secretary appointed to the Department for the Environment, Transport and the Regions after Labour’s General Election victory in 1997.
