Delivery of the 1,300 new trains promised by the government risks being severely delayed by the Department for Transport’s suffocating control over the project.

Haydn Abbott, managing director of Angel Trains Group, said this week that if the government had allowed the new rolling stock to be procured through the ROSCOs, the first trains could have come into service in 2009. Deliveries could still start early in 2010 if the ROSCOs are given the go ahead to procure the trains early next...
