Removing tolls from Forth and Tay bridges 'will worsen congestion'

Scottish finance secretary John Swinney has said he is prepared to accept increased congestion as the price to pay for removing tolls from the Forth and Tay bridges.

Swinney made the admission after the SNP-controlled Scottish Executive published the findings of a study commissioned by the previous Labour/Lib Dem administration into removing the tolls (currently £1 for cars and £2 for lorries northbound-only across the Forth and 80p for cars and £2 for lorries southbound-only...
