Scotland lacks levers to disincentivise car use, says transport minister

The Scottish Government’s aim of reducing car use is being affected by the principal levers not being devolved from Westminster, according to Scottish transport minister Graeme Dey.

“We are aware that we need to disincentivise car use to encourage people to make more sustainable choices,” he told the Scottish Parliament.
