Personal carbon trading pilot would be high risk strategy, Miliband told

Researchers have advised environment secretary David Miliband not to rush into setting up a pilot carbon rationing scheme, warning that a test of the concept would be high risk and could lead to "public distrust and ridicule".

The warning comes in a report on carbon trading schemes commissioned by the Department for the Environment, Food and Rural Affairs following Miliband's suggestion this summer that personal carbon trading could be a key policy instrument to cut carbon emissions...
