Commons debate reignites media anger at surcharge for speeders

Two daily national newspapers reacted strongly on 27 October to the Government's definition of what constitutes a 'serious and persistent offender', specifically as that term relates to motorists caught speeding. The cause of their anger was the Government's intention to add a surcharge to penalty charge notices issued as a result of safety cameras detecting a motorist exceeding the speed limit; with the intention being that this cash be used to finance a fund for the victims of crime.
