Highways Agency tells regions to grasp the need for traffic restraint

The Government's plans for major housebuilding in the South East and East of England regions will worsen travel conditions on the trunk road network unless local authorities do more to manage travel demand. This is the message the Highways Agency has given the two regional assemblies in its response to their draft regional spatial strategies (RSS).
