Boroughs agree new way to allocate Freedom Pass costs

London’s boroughs have agreed a new mechanism for sharing the cost of the Freedom Pass, the concessionary fares scheme for the capital’s elderly and disabled.

The new method will mean hundreds of thousands of pounds extra costs for some boroughs and similar savings for others.
