Lower speed limits could counteract vehicle fuel efficiency improvements

You report that the DfT?has concluded that the European Commission's proposal for mandatory improvements in fuel efficiency of new cars would "have a potentially large negative impact on congestion" because the marginal cost of driving would fall and people would therefore drive more (Feature LTT?6 Jun).
