The view out the windscreen doesn't tell the whole story about speed

I agree with Councillor Burston that 40mph on a road outside a school in dry weather at four in the morning is safer than 30mph outside the same school at four o'clock on a rainy afternoon (Letters LTT?20 Dec). However, it is a little bit more complicated than that.

The underlying argument, not always explicitly stated, is that car drivers should use what they can see through the front windscreen as their guide to how fast they should drive, not the speed limit, which is only a number. However,...
