Call for cleaner, safer, resilient parking across Europe

European Parking Association publishes Manifesto 2025-2030

The European Parking Association has set out its vision of a sector that supports clean, safe, resilient and intelligently managed urban mobility across Europe.

The EPA has developed the EPA Manifesto 2025-2030. The manifesto is a forward-looking political “wish list” that sets out its vision for the sector over this five-year period.

“With new policy debates shaping the future of mobility across Europe, the parking and urban mobility sector faces rapidly shifting expectations,” says the EPA.

“Resilience, electrification, digitalisation, and evolving patterns of urban life are reshaping how people and goods move through cities.”

The full manifesto outlines EPA’s mission, long-term objectives, and key recommendations for the future of parking and urban mobility. At its heart are five policy priorities that were outlined to EPA members at the association’s General Assembly in September 2024 and further refined during the association's 2025 conference. 

The EPA’s 5 policy priorities

1. Safe, sustainable and resilient infrastructure
Parking facilities must remain safe, adaptive and resilient to both physical and digital risks. The EPA promotes sustainable and multifunctional designs that support daily mobility while providing emergency capacity during crises. Smart parking management underpins our approach to safer, cleaner and more reliable infrastructure, reducing congestion.

2. Electromobility integration
Parking is becoming a key enabler of Europe’s clean energy and sustainable mobility transition. The EPA supports harmonised EV charging standards, smart grid integration and clear safety guidance, while promoting realistic, proportionate implementation that avoids one-size-fits-all requirements.

3. Effective enforcement
Fair and accessible parking relies on effective, interoperable enforcement systems. The EPA advocates for stronger cross-border cooperation, digital access to vehicle data and measures to reduce fraud and failure to pay, ensuring spaces remain available for those who need them most.

4. Urban logistics optimisation and kerbside management
Kerbside space is a critical urban asset for deliveries, shared mobility and city access. The EPA supports dynamic loading zones, bookable delivery bays and data-driven kerbside policies, including smart pricing, to reduce congestion and improve accessibility. Parking facilities play a role in sustainable last-kilometre logistics and integrated urban mobility strategies.

5. Digitalisation and data-driven solutions
Parking must integrate seamlessly into Europe’s digital mobility ecosystem. The EPA promotes open, interoperable data platforms and real-time data sharing based on fair commercial frameworks, while ensuring protection of business confidentiality. We support innovation across the sector, including AI-enabled services and global standards such as APDS (Alliance for Parking Data Standards).
