Highway Code rule change not properly thought through

It is quite correct of the Parliamentary Advisory Council for Transport Safety (PACTS) to question one of the Government’s suggested and dangerous changes to the Highway Code, namely that vehicles must stop for pedestrians waiting to cross side roads (‘Road code change concerns PACTS’ LTT 27 Nov).

This is a sure recipe for a vast increase in rear end shunts as not only the leading driver but also those further back will have to anticipate the speed of the pedestrian to see who...
