The two headlines on the front page of your 18 September issue say it all (‘Do we still need a CAZ? ask councils’ and ‘Road traffic levels get back to normal but rail stuck in siding’). Three councils are putting the brakes on their charging clean air zones (CAZs) on the basis of traffic changes related to the Covid-19 pandemic and, at the same time, the traffic data is telling us that traffic levels are in fact returning to, or in some cases exceeding, pre-lockdown...
