The government may prioritise construction of the western leg of HS2 to Manchester over the eastern leg to Leeds as part of the new rail plan for the north of England and the Midlands.
The idea appears in the DfT’s terms of reference for the new rail plan that will recommend a way forward “on scoping, phasing and sequencing delivery of HS2 phase 2b, Northern Powerhouse Rail, Midlands Rail Hub and other proposed rail investments”.
