The Government is to take on more of the risk for cost overruns on the HS2 Phase 1 route between London and the West Midlands.
HS2 Ltd is negotiating revised terms with contractors for the line’s construction after the two sides were unable to reach agreement on the original terms. The change is reported in the National Audit Office’s review of the HS2 project, published a fortnight ago.
