Transport for the North’s proposed Northern Powerhouse Rail project may have to be axed if phase one of HS2 goes over budget, the House of Lords economic affairs committee has warned.
The committee, chaired by Conservative peer Lord Forsyth, has just published a highly critical report into the HS2 project.
It does not believe that the full Y-network from London to Manchester and Leeds can be built with the £55.7bn budget.
