The Cambridgeshire and Peterborough Combined Authority’s plan for a new rapid transit system funded by land value capture have been called into question in the final report of the Cambridge & Peterborough Independent Economic Review.
The review, chaired by the economist Dame Kate Barker, was commissioned by James Palmer, the elected mayor of the Cambridgeshire and Peterborough Combined Authority.
