The Urban Transport Group is concerned that DfT ministers are trying to use statutory guidance accompanying the Bus Services Bill to thwart mayoral combined authorities (MCAs) from introducing bus franchising.
The draft statutory guidance published in February says MCAs will have to demonstrate a “compelling case” for moving away from the current deregulated environment to a franchising model (LTT 03 Mar).
