Your comment article says that the sub-national transport bodies will be operating in “new territory, beneath national government but above the city-regions and the rest of local government” (‘The middle ground’ LTT 22 Jul). 

Well, up to a point. But is this really “new” territory? Highways England and Network Rail already occupy it for strategic roads and rail, both bodies planning their networks in response to national, regional and local interests. If...
