Treasury rethinks optimism bias amid fears it fuels cost increases

The Government is planning to reform the way transport projects are costed, amid concern that contingency and optimism bias adjustments drive up project costs.

Ministers are also looking at bringing down infrastructure costs by giving longer-term funding certainty to contractors undertaking non-controversial activities such as trunk road maintenance.
