Whereas the 2007 Road Transport Forecasts for England contained an analysis of the effects of road pricing on road transport, this year’s report includes a chapter comparing the impact of hard shoulder running or motorway widening on traffic, congestion and speed levels on England’s motorways. Three scenarios were modelled, with estimates provided for the year 2015. The two key scenarios for understanding the performance of widening versus hard shoulder running were:
