Surrey Heath Borough Council will sell part of a car park to raise funds and help meet government housing targets.
The Yorktown car park in Camberley will lose 73 spaces, with 64 remaining in operation.
The council said that the Yorktown site on Sullivan Road was only bringing in £9,000 a year.
