There is little mention in the Transport Decarbonisation Plan (TPD) of actively curbing traffic. In the foreword, transport secretary Grant Shapps says: “It’s not about stopping people doing things: it’s about doing the same things differently... we will still drive on improved roads, but increasingly in zero-emission cars”. 

He adds: “There’s no point investing billions of pounds and decarbonising road transport if congestion is going to bring traffic...
