The National Infrastructure Commission is to help five cities and city regions develop transport strategies to support economic and housing growth. 

The selected areas cover a range of populations, locations, and administrative arrangements: 

• the Liverpool City Region Combined Authority, led by an elected mayor

• the West Yorkshire Combined Authority, which has no elected mayor

• Derby, a unitary authority

• Basildon, a district within two-tier Essex
