Minister won’t budge on franchising rules

The Scottish Government will not simplify the Transport (Scotland) Bill process for introducing bus franchising, transport secretary Michael Matheson has told the Scottish Parliament. But he said he was prepared to look again at the powers surrounding local authorities running bus services.
