Should we extend lane rental to all or scrap it, ask ministers

All highway authorities in England could be given powers to charge utility companies for roadworks under lane rental proposals published for consultation by the DfT. But the consultation also asks for views on abolishing lane rental and replacing it with a system of ‘super permits’.
