Heathrow airport Ltd is reviewing its options after the High Court rejected the airport’s bid to charge Crossrail trains a contribution to the historical costs of building the Heathrow Spur railway.
The ORR concluded last May that HAL had not provided evidence to justify levying charges against Crossrail to cover historic costs, and was only entitled to recover from Crossrail (and other users) the direct costs incurred from the operation of their services.
