Midlothian Council is to mount a legal challenge over the City of Edinburgh Council's decision to exempt west Edinburgh residents from paying a charge if the city's congestion charge scheme goes ahead.
The city council has said it intends to exempt people living in Currie, Balerno, Juniper Green, Kirkliston and South Queensferry from the congestion charge, even though they live outside the proposed cordon.
