Why can’t transport planners accept roads have benefits?

I read with astonishment the headline ‘Planners question road benefits’ (LTT 17 Feb). Have these people not noticed that retail parks, industrial estates and business parks locate on the edge of towns, where there is good road access, and close to major roads where there is choice?
