Collapse of NE devolution deal shuts door to bus franchising

Plans for an elected mayor-led North East Combined Authority with powers to franchise bus services have collapsed after councils failed to agree to the proposition. 

Communities and local government secretary Sajid Javid said the North East devolution agreement was now “off the table” after four of the seven councils in NECA refused to back it.
