South Wales councils eye voluntary merger

Two South Wales councils are proposing a voluntary merger on a different model to that proposed by the Welsh Government. 

The Welsh Government has proposed a 12 authority model for Wales, which would see the Vale of Glamorgan merging with its eastern neighbour, Cardiff, and neighbouring Bridgend merge with its western neighbour, Neath Port Talbot (LTT 05 Sep).
