I don’t always agree with Phil Goodwin. I don’t really see what’s wrong with comparing two alternative future states of the world, one with a bit of kit in place and the other without (‘The tricky business of measuring performance’ LTT 11 Jul). Isn’t that what all investment appraisal across both public and private sectors tries to do? What’s the alternative, compare alternative states of the world holding traffic constant?
